Top-set onions, AKA Walking Onions, are suitable for green onions (spring & fall). Typically, they are reproduced by producing stalks that almost always produce a cluster of 3-6 bulbils instead of flowers. The bulbils produce stalks that produce more bulbils. Even the tiniest of bulbil will produce a new plant. The plants also divide at the base annually. The divisions can be replanted or eaten. If the bulbils are prevented from forming, the bulbs grow much larger. We are learning to manage them both ways: maximum bulbil formation for new spring green onions from some plants, and maximum divided bulb size to use as bulb onions.
